Position Overview

We are seeking an experienced Senior Engineer with 20+ years of site design and/or municipal engineering experience to join our growing team. The ideal candidate will be a Pennsylvania-registered Professional Engineer with strong leadership skills and a client-focused mindset. This role reports directly to the Principal Engineer, works closely with senior staff, and represents clients at all levels. For the right professional, this position offers significant leadership opportunities and a pathway to play a key role in shaping the future of the firm.

Key Responsibilities

  • Lead and manage civil/site design and municipal engineering projects from concept through construction.
  • Oversee project budgets, prepare proposals, and provide high-quality client representation.
  • Supervise, mentor, and develop technical staff, fostering a culture of excellence and collaboration.
  • Interpret and apply municipal ordinances, while guiding projects through the regulatory approval process.
  • Collaborate with federal, state, and local agencies to secure necessary permits and approvals.
  • Prepare technical reports, correspondence, and deliver public presentations.
  • Identify opportunities to expand client services and strengthen business relationships.

Qualifications

  • Required: B.S. in Civil Engineering from an ABET-accredited program; Pennsylvania Professional Engineer (PE) license.
  • Proven project management and staff development experience.
  • Strong leadership, organizational, and decision-making skills.
  • Exceptional written and verbal communication, including public presentation experience.
  • Expertise in site design, subdivision/land development, and stormwater management design and permitting.
  • Experience in Municipal Engineering a plus.
  • Familiarity with municipal infrastructure projects (design, specifications, and construction oversight).
  • Working knowledge of transportation engineering, sanitary sewer, and water systems (preferred).
  • Proficiency in AutoCAD/Civil 3D (preferred).
  • Ability to manage multiple priorities independently and within a team environment.

Position Overview
We are seeking an experienced and motivated Project Engineer to join our team. The successful candidate will be a Pennsylvania-registered Professional Engineer with at least 10 years of site design and/or municipal engineering experience, with a strong emphasis on water systems and wastewater systems. This role offers a significant growth opportunity, reporting directly to our Principal Engineer while collaborating closely with our Senior Engineer. The Project Engineer will also serve as a key representative for our clients, including municipalities and water/sewer authorities.

Key Responsibilities

  • Lead and manage civil engineering projects from conception through construction.
  • Provide project management oversight, including supervision of support staff.
  • Represent clients such as municipalities and water/sewer authorities, coordinating with municipal, state, and federal agencies.
  • Prepare technical reports, design documents, and public presentations.
  • Ensure compliance with municipal approval processes and ordinance requirements.
  • Contribute to the design and permitting of stormwater management systems.
  • Support the design and construction oversight of municipal infrastructure projects, including water and wastewater systems.
  • Ensure regulatory compliance with DEP/EPA standards for water and wastewater projects.
  • Oversee construction-phase services, including contractor coordination, field inspections, and project close-out.
  • Collaborate with design teams to develop innovative, high-quality solutions.

Qualifications

  • Bachelor’s degree in Civil Engineering from an ABET-accredited program.
  • Pennsylvania Professional Engineer (P.E.) license required.
  • Minimum of 10 years of experience in site design and/or municipal engineering, with demonstrated expertise in water and wastewater systems.
  • Strong project management and leadership skills.
  • Excellent verbal and written communication abilities.
  • Knowledge of municipal approval processes, land development, and subdivision projects.
  • Expertise in stormwater management design and permitting.
  • Proficiency with AutoCAD/Civil 3D preferred.
  • Experience with transportation engineering, sanitary sewer, and water systems a plus.

Staff Engineer

Ott Consulting has a position opening for a Staff Engineer to work with office staff/management to successfully complete projects within established budgets and deadlines. Site design duties will include development of Erosion & Sedimentation (E&S) Control Plans, Stormwater Management, site layout, grading plans and related calculations, reports and spreadsheets, prepare various permit applications and perform QC/QA review. Municipal Engineering duties will include plan review and preparation of plans and specifications for public works projects.

Essential Qualifications:

  • Required BS Degree from an accredited civil engineering program; EIT reqired with the goal to obtain a PA Professional Engineers License
  • Minimum of 3 years of experience with a Working knowledge of all aspects of civil site development including site design, stormwater management, utility design, cost estimating, site construction, etc.
  • Effective written and verbal communication skills
  • Experience with Traffic Analysis and Design and preparation of Traffic Studies are a plus
  • Knowledge or experience with State and Federal agencies as well as local Counties
  • Ability to organize and manage multiple priorities and collaborate with others on a design team
  • AutoCAD/Civil 3D experience preferred
  • Ability to manage multiple projects at one time
  • Ability to manage staff

Construction Observer

Responsibilities include:

  • Interaction with property owners, contractors, clients, vendors and engineers
  • Observation and reporting on contractor activities to ensure conformance to specifications
  • Ability to read and interpret construction drawings, schematics and specifications
  • Effective written and oral communication skills
  • Working knowledge of MS Word and Excel
  • Current driver’s license
  • Valid driver’s license and ability to pass a driving record check
  • Ability to travel on occasion
  • Ability to walk and work outdoors on uneven terrain
  • Ability to work in a field environment with exposure to dust, inclement weather conditions, extreme heat and cold

Survey Technician

Ott Consulting has a position opening for a Survey Technician to work with our survey staff. Duties will include working in a team environment as a member of a survey crew assisting in the performance of boundary and topographic surveys, utility surveys and construction stakeout utilizing the latest equipment and surveying technology. This position has opportunity for advancement for motivated individuals willing to learn the skills and technology required of a Land Surveyor.

Essential Qualifications:

  • Ability to work primarily in the field assisting with various types of survey projects. Field tasks may include operating surveying instruments, brushing lines, collecting utility data, performing mathematical calculations, reading and understanding plans, and other duties as assigned.
  • Ability to assist with the daily preparation for fieldwork, data input and management, research, deed plotting and ultimately more tasks as skills and knowledge increase.
  • Knowledge of operation of surveying instruments, Trimble preferred
  • Basic AutoCAD Civil 3D skills
  • Valid driver’s license and ability to pass a driving record check
  • Effective written and verbal communication skills
  • Ability to keep clear, descriptive and accurate field notes
  • Detail oriented and can self-manage tasks
